The simple fact is the Surfliners have the worst on-time record of any of the intra-California passenger trains… The San Joaquin and Capitol Corridor trains have a much better on time record than the Surfliners. The equipment for these trains are owned by the State of California and while Amtrak maintains the equipment, Caltrans monitors and set standards for the maintenance. Most of the equipment on the Surfliners is owned by Amtrak and they responsible for their maintenance. The Capitol Corridor trains run at over 90 percent on time with shorter dwell times at stations and less padding.
